Eligibility Referendum

As of Fall 2021, we will no longer be able to accept opt-in plan access from members who are not included in the mandatory enrollment starting at 9 credits.
The ECSU board is proposing an adjustment to the members who are automatically included in the extended health and dental benefits plan service starting in Fall 2021.

A secondary option exists wherein we can continue providing plan access for all members starting at 6 credits if we adjust the mandatory eligibility through a successful members referendum vote.

An additional benefit of this proposal is that it supports access for students with disabilities who are currently not automatically included in the health plan at 6 credits even though they are considered full-time students. 
Currently, they need to disclose to the Students’ Union that they are indeed eligible but are a student with a disability. Moving to include all students in 6 credits automatically in the plan would reduce the barriers for these students and support the principles of universal design.

As a member of the Emily Carr Students’ Union, you get an opportunity to vote on the proposed change to expand the eligibility to the Health and Dental plan to all students taking 6 credits or more. 


Preamble:

Whereas, the ECSU Extended Health and Dental Benefits Plan was designed to include full-time

students taking 9 credits per semester;

Whereas students taking fewer than 9 credits have in the past been provided benefits plan access by

the ECSU through an opt-in option, and this is not a practice that the Students' Union is able to

continue based on insurance rules;

Whereas lowering the threshold for inclusion into the ECSU Extended Health and Dental Benefits Plan

from 9 credits per semester to 6 credits per semester will provide more universal access to health and

dental benefits for students, and will for the first time automatically include students with disabilities

who are full-time at 6 credits per semester;

Whereas, the proposed eligibility adjustment will align with the principle of universal design that

ensures equal access to students with disabilities without these students needing to specially apply for

inclusion by disclosing their disability;


Question: 


Are you in favour of expanding eligibility criteria for mandatory* inclusion in the Extended

Health and Dental Plan from 9 credits per semester to 6 credits per semester beginning September 1, 2021?

*Note that members with equivalent coverage will be eligible to opt-out of the plan with proof of

coverage
